Robert A. DeLoach is President and founder of DELOACH & Associates, LLC, a full service management consulting practice focused on public & private utility management, and utility asset management. With over 25 years in utility management experience Mr. DeLoach is a recognized leader, innovator, public speaker and facilitator in creating opportunities and value for his clients. Mr. DeLoach is an expert in Organizational Management, having worked with numerous public agencies to streamline efficiencies, build better management culture and create valuable strategic planning tools. He is a master at the visioning process, with the skill and ability to help an organization narrow its focus and develop a strategic set of goals. DeLoach is exceptional at guiding an organization through key management performance review, and auditing operations management efficacy. He is also adept at mentoring management professionals, building their skill set to become more effective managers.
Brian Bowcock currently represents the Cities of Claremont & La Verne CA. on Three Valleys MWD Board of Directors (10 years) Resident of La Verne CA. for 33 years. Over the years Working for the City of Ontario, Monte Vista County Water District (Montclair) and retiring as the Director of Public Works for the City of La Verne in 2000.
His service includes; currently serving as Controller and was past President of the Southern California Water Utilities Association. President and a member of the Board of Directors of the (ICWA) Inland County Water Utilities Association (1973). Past President of Six-Basins Watermaster. Past Board member of the California Urban Water Conservation Council, Currently Trustee to the University of Southern California’s Backflow Foundation.
Anthony (Tony) Poli
Anthony (Tony) Poli has worked in the water industry since 1969. Tony retired in 2003 as the General Manager of the Rowland Water District and was appointed as Watermaster to the Puente Basin that same year, a position he currently holds. After serving in the U.S. Army he started his water career with the City of Monterey Park and later with the City of Azusa as Superintendent of the Water Division. Tony has installed water services, read meters, supervised well maintenance, designed telemetry controls, and has been responsible for the total operation of both City water systems and a County water district. Tony attended Pasadena City College and the University of Redlands. He is married to his wife of 45 years, Dorothy. They have three children and seven grandchildren. Tony enjoys travel, sports, fishing and boating.
